For Slipways that was installed with the downloaded offline installer (not through GoG Galaxy), where is progress saved? How do I back it up and restore it later? And can it be restored to Slipways installed on other platforms like Itch.io or Steam?

Have you looked in %userprofile%\appdata\locallow\Beetlewing\Slipways\saves ? That's where the saves seem to be on my system. When you want to find where a game is dumping your saves, type the name of the application in the search bar and hit enter.
