Note that you have to drag'n'drop the jumping energy icon on a destination most of the time, because it is usually ambiguous with which planet you want to use it.

Energy is always assigned manually - it jumps up and down, you need to drag and drop it to a connected planet. Remember that energy replaces the first unfulfilled need and you can never supply the original need again (so e.g. if energy fulfills the need for robots, the planet will not accept robots again).
So, now from experience:

You need to have a slipway already built from the energy to wherever you want it to go.

You drag the bouncing energy icon over to the other end of the slipway it will travel along. Both the target planet, and the end of the slipway, will separately highlight to indicate what you're targeting. If you're targeting the right planet, but the wrong part of the planet, your attempt to assign the energy will fail.
