OK this step was posted in the opt-in patch on the Steam forums:

Open Windows Explorer to: Documents\My Games\Ironclad Games\Sins of a Solar Empire Rebellion\Setting
Open rebellion.user.setting use Notepad
Look for IcoServerPort (line 40) and change the number which follows to 8000
Save the file

that is literally it. I am online right now. To those who bought this on Steam: you need a new username. Hopefully some ppl will startup games

Can confirm this lets me connect to ICO, haven't started a new game though.

I really wonder why mine defaulted to 8000 and others didn't. Anyhow, glad to see people will be able to play online now!
