I have been unable to open the floor to the altar under Walter Jones' wife's picture. I have completed the last mandate and before going to arrest Marco, but it will not recognize the remote. Any suggestions? Thanks.

Once you've used the remote on the wall control, you should click ( without any items ) on the panel on the floor ( screenshot attached )

It is still available in the very end of the game.
