If you're referring to SimCity 3000 Unlimited on GOG.com then yes!
In your shortcut for the game add -w after the executable.

For example, my shortcut is this:

"C:\GOG Games\SimCity 3000 Unlimited\Apps\SC3U.exe" -w -r640x480 -intro:off

For me this only changes the resolution, and turns the intros off. Any idea why it won't run in a window? (Win7)

Windows 10 here - so this might not work, but what I do is:

"C:\GOG Games\SimCity 3000 Unlimited\Apps\SC3U.exe" -w -r1024x768"

And then I go into compatibility and set the colors to 16 bit. For some reason the colors allow windowed mode. Works for the the CD version too.
