Does anybody else has the problem with SimCity 4's graphics while trying to build a city? One that causes things such as railloads to disappear, and such make building city hard, because you can't see a thing?

How to deal with these glitches?
Try switching the rendering to OpenGL or software.
And how is it done?

As described in the post linked, you want to right click on the Sim City 4 icon and click properties. Replace the text in Target with:
"C:\GOG Games\SimCity 4 Deluxe Edition\Apps\SimCity 4.exe" -CPUCount:1 -intro:off -d:OpenGL

Attempt in replacing it will cause an error warning.

Are you sure you are replacing the right one? From the sound of it, that's the Start in location. There should be a second text field that reads:

"C:\GOG Games\SimCity 4 Deluxe Edition\Apps\SimCity 4.exe" -CPUCount:1

Though why after using that trick, the view is only movable via keyboards?

Seems like a solution to shut down graphical glitches turned things to far worse.

I'd try replacing -d:OpenGL with -d:Software and see if that works... I'm sorry the previous suggestion didn't work out for you.

Remember to contact GOG Support if you have more problems, and there is a refund if they can't get the game working. (Hopefully they can, though!)
For me, everything turned white the first time. I restarted the game and everything was rendered correctly (w/OpenGL). Thanks to ZaineH for the suggestion!
