I remember, e.g., the "Transportation Pack" as a free DLC. But there were many others (I saved *all* of them in my external HDD and optical discs, but they were intended only for the original software — which I fully [Standard + Rush hour] bought for Windows XP).

Elsewhere, I found that these are just .dat files to add, so they should work with every OS. Enjoy the game.
