The first time I launch the game, it runs fine.

But the second time you do it, all of interface elements become of extremely low resolution and very blocky, making them totally unintelligble.

I would like to know if anyone else has the same issue and k/or knows how to solve it?

Maybe you have an integrated intel video card, maybe try to update drivers?

I have AMD video card, which seems to be properly identified by game's graphics setup.

Problem is, it runs good first time, no issues. Then I changed in video options windowed mode to full screen mode and started getting unintelligible UI.

Then I reinstalled it and first thing I did after reinstall I launched graphics options. Carefully changed only resolution and windowed/full screen. Then launched the game. It worked fine and very well, I was very happy. Didn't change anything. On second launch I had this mess again.

Also when I looked at video options config txt files, they looked totally random. Some totally random resolution and random options and changing any things in those files didn't look like had any effect.

Any changes back to default options (however uncomfortable they are) did nothing as well.

Probably you need to remove all folders then reinstall, also latest drivers and physx to install?

You could also set read-only on video config files - the one that works, before launching

Sounds like the changes are not being saved. So Darkplanetar is right, you probably have the Read-Only active. Also did you download the game through Galaxy, or web browser? if you downloaded through web browser. I would advice you to uninstall game. Click on all the installer pieces you downloaded and click Unblock, so it will have full access when you install it. That has caused some trouble before also.
