Does the Gog version of Silent Hunter 2 support "Battle over LAN with Destroyer Command players?"

I ask because when these 2 games came out they could connect over LAN. One player in submarine and the over player in Destroyer searching for submarine.... It was a unique and fun/challenging game .

It would be nice to play this game again with Destroyer Command.

Coming in years late, but the short answer is "yes." It does support Destroyer Command. However, multiplayer with the game's engine was never that stable, even when it was new. Subsim has Projekt Messerwetzer, which is a third party patch greenlighted by Ubisoft that fixes many of the multiplayer issues with both games.
