I cannot get into the outer bailey as i have been given no papers, anyone know how to get the papers I need. Without getting into the outer bailey I can't progress with the game. Could this be a bug, or have I missed something.

I'm a little bit confused because you don't need any permission to go to the outer bailey (Outer keep "southwards"). In the north there is the inner bailey (only available in chapter 2 and later). But maybe you mean the village through the southgate. In that case you need to under the command of Mudam.

Just follow the missions. They are telling you to go talk to this or that person.
