How do I edit maps in Civ III? There are not enough resources on my random maps to even build a railroad.

I'm sure there's a map editor out there somewhere, but I don't know where. I suggest trying Google.

I'm assuming that Coal is the missing resource, or you'd have complained about earlier things (like swordsmen) being unavailable.

Do you know Steam Power? You can't see coal on the map until you know the Steam Power tech.

What map size (small, large, etc.) and type of geography (pangaea, continent, archipelago) are you using?

Is it that there aren't enough tiles with coal for anyone to build railroads, or is it that you have no coal in your particular territory?

If the former, something is wrong; I've never seen a map that had no coal at all. It might be rare, but there were always a few tiles with it. Make sure to look for tiny islands that might have some.

If the latter, then you may have to trade for it or expand your territory over to it. Make sure to connect it to your capital.
The dumb thing about Civ 3 is that only one resource at a time tends to spawn and they can randomly decide to pack their bags and move elsewhere. There's a map editor in the directory of the game.
i had on random maps atleast few of each at mid-end game on my usual play, archipelago, as i when already filled rest non-ocupied world with my teritory i then go for ai's resources tiles, or if their teritories is not conected by water or isn't into airports yet, then i try to cut teritories in half if in large enoth continents
