I have run the game, and tried runiing it as Admin, when I run as Admin it comes up asking if I am ok with with it making changes to the device, after clicking yes or no nothing else happens, I have tried running it from file location and GOG application, and I have tried repairing it. Does anyone have any idea what might fix this?

What operating system are you using to run the game? It sounds like you are installing in the program files, try setting the install to another folder.

I tried that but the same thing happens~ the operating system I am using is windows 10.

Try going to the game itself and executing either TerranX or the other .exe similarly named.
Have you set the install to a folder totally outside the program files? eg c:\gog\smac...

It appears that this game requires directplay and that you will need to enable it in windows 10 to get this game running.

To perform this task, we go the following route:

Control Panel
Programs
Programs and Features
There click on “Turn Windows features on or off.”

Activate “DirectPlay” box located in the “Legacy components” line. Click on “OK”

Here's a thought: Poke the INIs. There should be something like DirectDraw=1, or something like that. Set it to 0.

I concur. I installed alpha centauri and alien crossfire on a windows 10 pc platform and alpha cventauri doesn't
run at all. I can play cross fire until a 100 or so years into play. Then when an alien attacks me, the pc goes
blank and I have to alt-control-delete my way out of the mess. This game simply doesn't work with windows
10 enhancements. I used to be able to also play the game off of a SMAC disc and that is no longer the case
as well.

You might also have to go into legacy components to turn on DirectPlay/Draw.
I'm having the same problem - it asks to install DirectPlay, I say okay, close window, and pop out to 0cx0...022 error message. I've tried running as admin, ensuring Legacy is checked (which it already was), trying with Legacy unchecked, etc., etc. I'm assuming there's something about Win10 that doesn't like it - glad I only wasted $1.49.

You should not have wasted any money. If all else fails GOG has a money back guarantee for 30 days. If it is not past 30 days you can always refund your money.

Just go to the inis and set DirectDraw=0.
