I try to use them but nothing happens. Only some ring sounds. Plus, there is like a few on them in 1st level. I saw the achievement but don't know how to get the job done.

The roulette? Take care not to have them hit by enemy fire or your own weapons, then keep using them until a strange sound plays and an item is dropped. This is a game of patience and luck... You can get a wide variety of items out of them.
