Hello
I would like to know if it is possible to play this game online with someone who has the steam version.
Does this game use steamworks and gog galaxy for online or does it use its own server?

It should be possible as the game uses the region-blocked Unity relay servers. But it should also be possible to direct connect to IP-addresses no matter the region, as the game itself isn't region-blocked. Though most people who have trouble connecting to other players seem to need to use a VPN service (free or otherwise) to create a virtual local network where all 2-4 players can connect to each other.
