I can't tell if "Full Package" contains the game, or just all the addons. Also, are all these addons in Remastered?

The Full Package includes most DLC, as does Remastered.

An exception is the Bloodsucker and Unlockable DLC, which had a separate tool for disabling in the Full Package the last I checked, and was intentionally (and apparantly rightfully, due to its imbalance) omitted from the Remastered release BUT it can be manually re-enabled: https://www.saintsrowmods.com/forum/threads/bloodsucker-pack-port-guide.18265/page-4#post-120593

The Remastered release is also missing the huge Team Fortress 2 face helmets.

Yeah. The base game and DLC can't be bought separately on GOG, it's always just been the whole thing.
