You mean Saints Row 2? (please say which game you refer to, this is the forum for the entire series).
GameSpy servers were closed three years ago (thank the fucks at Glu Mobile for that), but you should be able to use a LAN emulator like Tunngle, Evolve or Hamachi to play co-op and multiplayer.
