No longer do you need to downgrade your AMD drivers to 13.4.
The fix is simple:
1. Run Windows magnifier
2. Set the magnification to 100%
3. Minimize the magnifier
4. Run your game
5. Experience a much more stable frame rate
Apparently there can sometimes be an issue of the mouse pointer disappearing in fullscreen. This can easily be fixed by running in windowed mode. From there you can use a program like WindowedBorderlessGaming to fake fullscreen.
