All i see in the RCT2 menu is all kind of scenarios, why is there not a selection for an empty field where i create everything down to the type of paths i want?

The thing you want is in the Scenario Editor. The closest thing to an actual sandbox is the Build Your Own Six Flags Park scenario, but to really customize what you'll use and how the map will look, you need to make your own scenario.
