So now the mechanics that are supposed to fix the rides are not fixing them and now if they do or once they do with the rides back open the people will no longer ride them. I drop the mechanics there right in or near the entrance to the ride and they are not fixing them. It says the rides broke down but after a time I can reopen the ride and no one will get on the rides. They attempt to go in but they cannot.

Multiple things are happening:

1. If you manually reposition a mechanic who's going somewhere, he will lose the task given to him for a few seconds until he's called again (which happens automatically). They also need to enter the ride through the exit, not the entrance.

2. While the ride is broken down, it's closed down so no new guests will enter the queue until it is fixed.

3. Rides age. As they age, the maximum price you can charge for them lowers, so check every now and then if guests think the price is too high. The Twist aka Scrambled Eggs, for example, is one of the fastest-aging rides in the game.
So what happens if they don't end up ever fixing the rides? I have 2 mechanics and a small park but they are both walking and there is no radio call for them anymore and I have 2 rides broken that are not getting fixed.

Check if:

- you've zoned them in an area that is not connected to said rides, as they're likely trying to return to their patrol zones

- their tasks are set to both inspections and fixing, not just inspections (though the former is the default behaviour)

- the exit is actually reachable

- the ride is set to "open" (green light in RCT1, green flag in RCT2) for them to even register it
I have tried having the rides set to all 3 modes and the mechanics aren't fixing it on any mode. I will check the exits but the exits are not blocked. There is never a radio call to fix those rides which is the carousel and a roller coaster. I had the scrambler break down and witnessed the radio call and the mechanic went to it and fixed it. When I see the mechanics go to the exit of the rides that are broken they just walk up to the entry of the exit and turn right back around without fixing anything. And thanks for your continued help and I really wanna play this game! And BTW none of them are zoned or have been.

So now the carousel is fixed but customers are not going in at all. dropped the price way low and they are still not going in.

That's odd... do you have a queue-type path leading to the entrance or a plain one?
I have a queue path. They just approach but never go in.

The only thing I can think of at this point is which scenario you're playing. Some RCT1 expansion and RCT2 scenarios have higher guest intensity preferences (which you can check by clicking on a few guests and seeing their average preferred ride intensity).
I am playing Roller Coaster Tycoon Deluxe though. So I guess that would be considered RC1. I cannot be the only person this has happened too I'm sure.

I'd suggest posting your problem and linking to this thread in the RCT community subreddit (/r/rct) to get more eyes on this. I'm out of ideas myself :/
This is a bizarre issue, The carousel is not a ride that can suffer a ratings penalty for criteria failing to be met.
