System:
Windows 10 Home 22H2
i7 3.8 GHz 8-core
128GB RAM
GeForce RTX 3060 12GB
After installing I ran into this message.
The following components are required to run this program
DirectX Runtime
Not the "DirectX12 is not supported on your system" message that is reported in another topic.
I thought Windows 10 installed with DirectX 12 but according to this game it's not present on my system at all.
I managed to fix this by running DirectX End-User Runtime Web Installer.

This is even more strange because it "installs a number of runtime libraries from the legacy DirectX SDK for some games that use" older versions than what I already had.
Remaining issues:
In the intro newscast when old man speaks it's just a white screen.
In the elevator when Soot is speaking through the display it's just a white screen.
In the police station the interview with Max Becker is just a white screen.
