L4D2 was released 2009 (5 years ago).
ROTT-2013 was released... in 2013 (1 year ago).

That's a 4 year difference. L4D2 is not a good benchmark. it sounds like you're using a mobile chipset... that's always going to be behind the curve.
While Rise of the Triad uses a decade old game engine (Unreal Engine 3), that engine has been constantly updated and modified. Even comparing the latest Unreal Tournament to it isn't fair. That said, ROTT is poorly optimized.
Huh, strange I almost always get around to above 30 fps and my processor is older than yours. However, I also play on a desktop, so that may have something to do with it. I agree it probably is just poorly optimized. That said I don't have many other benchmarks as I do not really play too many new games.

I can get above 30 fps, but sadly couldn't maintain the frame rate especially when transiting from area to area. I suspected the PhysX, turned it off, and it still the same. But the weirdest is the opening cutscenes and splash screen are stuttering, i'm pretty sure it is not rendered in real-time. I guess the game is simply badly optimized across all machine.
Unfortunately it's not well optimized.

It's a shame because the game is very good and genuinely old-school :)
