Probably yes, although I'm pretty sure also in 1.1 for multiplayer games certain ports need to be opened to be able to host and join the hoster, so using something like Gameranger would be easier to play online. Anyway, the base game is quite lacking in features so it's recommended to use community patch rvgl.org for both single and multi (For example revoltrace.net or other communities and their discords, everyone uses RVGL)

How do you play all the tracks are locked I can't even race in any of them

Tracks are unlocked by getting 1st place in the championship tiers (bronze, silver, gold) .
Cars are unlocked by getting 1st place in the championship tiers, by winning races on all tracks and finding all practice stars of one tier.

Alternatively you can use these cheat codes to temporarily unlock cars and tracks:
CARNIVAL
TRACKER

In any case, the 4 tracks of the bronze tier, as well as the first 8 cars should always be available.
