I have seen a GoG streamer playing Resident Evil 2 having infinite bullets/cartridhes, has this
been added to the game or would he be using a mod ?

In-game cheat. In the inventory press Up Up Down Down Left Right Left Right then the Aim Key. Should immediately change all ammo in all guns to the infinite symbol.
