I have this problem in Red Faction 2. If I run the game in a high resolution, when it gets to a cutscene the game will revert back to the standard 640x480 resolution causing my monitor to have to auto adjust. This temporarily results in a blank screen. By the time the monitor has caught up and is displaying 640x480 it means I may have missed part of a cutscene, or missed the entirety of some of the short cutscenes.

e.g *slightly spoilerific* in one early cutscene, I just heard one of the characters shout "shhhiiiiit". By the time it had adjusted, the short scene was over and it had to then go back to the resolution I have the main game set to. All I saw was a blank screen. "Shit what? What'd I miss?" :D

The only way I found out what I'd missed, and the only way the game displays the cutscenes seamlessly is if I play the whole game set to 640x480 :(

I believe this is spoiling an extra layer of the game that is possibly Oscar-worthy ;) Does anyone know a way I can enjoy this game and it's cutscenes at a high resolution without this hiccup please?

I tried the link you provided and sadly it didn't fix the problem I'm having.

The discussion on Steam seems to be about the game simply not accepting their resolution settings at all. The fault I've discovered is not that the game won't run in any desired resolution, but that it always reverts back to 640x480 for the video cut scenes.

Damn, I was convinced that was going to work. Never mind. Thanks for your efforts though :)
