Because I cannot figure out how to alter the status of this topic from "Solved" back to "Unsolved," I'm recreating it.

Just bought and installed the game, but I'm having a problem. Any time I'm in a menu where I have to select an option, the game behaves as if the mouse wheel is constantly being scrolled up, which makes it almost impossible to select anything. Trying to select something near the bottom of a menu is like trying to walk down an up escalator. I can't find anything in the options which would alleviate this behavior, and it doesn't happen in any other game or app.

There is no controller attached, and the game exhibits the same behavior even with all other input devices disconnected.

EDIT: The "up" input is not coming from either the mouse scroll wheel or the keyboard. But the game behaves as if there is a constant "up" command being applied, which makes using menus almost impossible.

It turns out that the culprit was the PS3 controller's USB cable. Even when not connected to the controller, and with the controller itself turned off and completely removed from bluetooth preferences, the USB cable was causing a constant input to any game, not just this one, that had controller support. Go figure.
