I am looking for a way in railroad tycoon 3 to simply have a scenario with no special goals or conditions, the maximum rival companied to just try to build, grow my company and play around in general. I feel like the scenarios in the game are too restrictive with their special conditions while sandbox isn't about actually playing for profit but just messing around with the map. Is there any way to create such a scenario?
