Can anyone teach me how to reset the hotkey? As my laptop doesn't have the pause key. Also, is there anyway I can download a user manul of railroad tycoon 3?

If you want to pause the game, you can press [-] repetitively, eventually it will pause the game, because [-] and [+] control game speed.
For the user manual, you can find it in the extra section in your library.
Speaking of the [pause] key on a laptop, usually it combined with other key. In my case it share with the home key, accessible with Fn key.

if not mistaken a laptop pause should be (CTRL) + B or it is (ALT) + B
