On my Compaq SR1750NX with an AMD Athlon 64 2.2ghz Processor and a Geforce 6200 Graphics Card I went into the options of the game and turned the resolution to 640x480 and switched off the visual filter. Game runs much much smoother with no lag to the controls and the graphics actually look a little better with the visual filter turned off then with it on.

Didn't work for me but I appreciate the suggestion anyway. Just another one of many GOG games that runs poorly on my computer.
