The other message I get is that "It's just out of reach", when I try to touch what I think I need to touch. I can't walk anywhere, but I can run. When I do so however, I can run anywhere on the screen. And instead of running per se, I'm floating around in a standing pose.

After encountering this message and reloading/retrying numerous times I found the following fixes/workarounds:
Applied the files found in the PATCHES subfolder.
Turned my details all the way down and the speed all the way up.

Neither helped. But all the fixes indicated it was a timing issue. I then realized that the very first time I tried to play that scene, I did NOT have this problem. After my first failed attempt of course I sped through all the talking so I could try again. This resulted in the error every time I retried.

So instead I let the game talk itself through the scene up to the point I was supposed to act. Worked like a charm!

Yes, it's probably a timing issue on modern systems. For me this happened at the very end of the game and it was a known issue. I followed the procedure described on the internet and it worked. It involved casting an extra force bolt anywhere on the screen and then doing what I'm supposed to do, without changing the cursor. Sometimes you need to turn the details all the way down and speed all the way up, other times you need to use a CPU killer. But I see you've already solved your problem...
I had this problem as the magic user. When you use your attack spell on Ad Avis, shoot the same spell off, again, into the distance right after he dies. You should then be able to summon your staff.
