No matter what I do when I boot up Quake 1 it always has a big black bar at the top fourth of the screen and is squished downwards. I've been trying to fix it but have no luck. I'm using a Windows 10 Laptop with a 1366 x 768 resolution. any ideas?

I have the same issue. There is a small screen version of the game at the bottom middle of the monitor. I have a 1 inch bar that is in the top and both sides. It's very annoying especially since I had quake when it first came out and it worked fine back then. I'll be watching this topic in case a solution is found.
Avoid the headache. Use a source port with your game files. They add widescreen support, better mouse controls, and often better graphics. Use whichever one your laptop can handle. Just do a google search for:

Same here. NGlide settings didnt change anything
As hudfreegamer said, a source port is probably the easiest solution. There's no need to be afraid, either, as you can play Quake pretty much exactly as you would using the DOS version or GLQuake. I've written a guide on that . The gist of it is that for an authentic experience I recommend the source port [url=http://quakeone.com/markv/]Fitzquake Mark V. Just download the files, put them in the Quake folder and start up either the OpenGL port "mark_v.exe", the WinQuake port "mark_v_winquake.exe" or one of the DirectX ports. The WinQuake port looks identical to the DOS version, and all ports have several options to adjust the look and feel to your liking, or just keep it "vanilla". Also, as regards your primary issue, you shouldn't have problems setting your resolution.
