I'm interested but don't care to miss out on complete features.

Is most of the content there and its just tweaking and balancing

is stuff constantly being added still?
A bit of everything over time, from new cities to bugfixes; some times in big chunks with delay, sometimes small and more frequent. Game builds up on survival, but on multiplayer people themselves add lots of intrigue. It has RPG system. The world is huge.

For example, I was once as fresh character invited into small party to survive together. It went well for half an hour, until invitors realized I am no longer useful for chopping wood and decided to chop me instead. I managed to run away with heavy wounds, but patched myself, then found a pistol with few bullets - noise of which I used to attract a horde of zombies into their fort as a revenge.

If you are into singleplayer I think there was also NPC mod somewhere, you gotta check it up if lonely survival isn't option for you. I am not sorry for purchasing it even slightly, but Steam version has more advantage, as you can play both on Steam and non-steam(gog) servers, where gog(non-steam) allows to connect to non-steam only.
There's still a good amount of content that's still to come.
Build 41 is currently the beta branch and the biggest change the game as ever seen, both in terms of content and code-wise, and it will be the foundation that upcoming updates are built on, namely the NPC systems we're going to implement in steps after we're done with Build 41.

There will still be smaller features introduced alongside and in-between these big features as well as map expansions, but here's a general idea of what's still to come before we're going to call it 1.0

* Hunting - NPC AI code integrated in simpler form for animals
* NPC Scenarios/Encounters - Non persistent NPC set pieces, encounters, and events
* Autonomous NPCs and groups - NPCs that can play the game, group with player and be ordered around
* NPC Group/Faction mechanics - Personalities, group politics, inter-group conflicts, meta game and story interactions
