-----I re-edited this horrible mess so that it was way more comprehensible. -------

I feel like I should post it here.

I had this "Fatal error" issue for a long while now and I still don't understand why. The game worked on Windows 10 on the same PC but refused to work when I launched it on Win 7 (even though it worked before I reinstalled the system). I should also mention that many other UE4 games would happily run on my (way more inferrior related to yours) setup.

So, long story short I installed MS VS community (2019 supposedly) ".NET desktop development" specifically - don't ask. Please. Along with the IDE installer "blessed" me with .NET framework update to version 4.8 and stuffed in following windows updates:
-KB2999226
-KB958488
-KB3004394
-KB2505454

The game now runs even though I have:
-Manually installed AMD drivers.
-MSI afterburner (custom cooling sceme).
-Browser and GoG client running on the background.
-GoG overlay 'on'.
-Logitech joystick spyware.
-Constant Alt-Tabs to check how stable system is.
(That's mostly to people blaming theese things I listed - they are NOT related to the issue)

There's something else definitely needed specifically for this game to run and devs didn't even bother to supply it. That is not to mention game updates lacking on GoG.

I was a bit crazy at the moment I first posted it and if you had to see this warcrime of a post - I'm sorry for it. Try MS VS community C# or instal Unity dev. kit (it comes with VS 2019). It's a common thing for indie developers to be incompetent with multiplatform compatability.
