The sammoner spell is a great way to reload weapons (it creates ammo), but there are some problems.
Problem 1 happens when you try to reload empty weapons. You can't equip weapons that are empty, but you must equip weapons to reload them, so you can't make empty weapons the target of the sammoner spell.
Problem 2 is when your ammo capacity is full. You can cast the spell to generate ammo even when the extra will be wasted.
Problem 3 is when you try to reload the ultimate weapon (I don't know its name). The spell doesn't seem to work for it.
