I'm brand new to the game, so I'm sure that's why I can't figure this out, but I'm playing through the initial campaign and the third chapter (G.A.B.O.S.) sends you to a prison riot in progress. The game lets me know that I need to stop the riot and that riot police and paramedics are on their way. Once they arrive, they go into the delivery area and no matter what I do, they refuse to leave. When I try to give them orders (as a group or individually) the game gives a beep that sounds like an "invalid click" type of noise. Eventually, one of the injured people in the office to the north wandered into the area and that got one of the paramedics to run out to help him, but once he was done with that, he went back to being 100% unresponsive.

Ah - never mind... I hate to admit this, but I was left-clicking to give them their orders rather than right-clicking. I guess I should have gone straight from the previous tutorial step where we learned to give directions to the firemen rather than waiting a couple of days and forgetting which mouse button to use!
