I just wanted to express my thanks to Agorath for his easy fix for the fog issue in SOT.

But there is an easy fix for this problem:
Go to the directory you Installed Pop-SoT to and open the file "Hardware.ini" with a text editor of your choice.
Find the following two lines:
ForceVSFog=0
InvertFogRange=1
and change them to:
ForceVSFog=1
InvertFogRange=0
After that save and close the file and start the game, fog should now be working as intended.
