I haven't finished P2 yet (on "Thursday" mission set), but I've played the heck outta the demo in the past. (Strangely enough, I think I enjoyed that more than the actual game, but nevermind) So I haven't acquired the full experience yet, but I do have some thoughts:

Some things I'd like to see improved/added to P3:

- biggest thing is an option to switch to fps, if indeed it's going to be in third person.

- more rewards/secrets other than just more weapons, so you feel "good" about taking the time to explose. (This is something GTA coulda used, but it'd fit into the wackier P(ee?) universe better.) Something relatively easy, I think, would be special hilarious audio bits in specific places, but other in-game diversions like actual arcade games or non-lethal but outrageous pranks (like the peeing aspect) would be great if done correctly. (Didn't Saints Row let you streak?)

- I'm conflicted on the issue, but in some ways I'd like to see the "chaos" that occurs in some areas blend over into others, like it's one big world. (Of course, hopefully there won't BE A NEED FOR LOADING SCREENS) Your wanted meter accomplished some of that, but sometimes it wasn't enough. I'm thinking about the Napalm Factory incident, where you barely escape and the whole place is coming down, and after you get outside everybody acts like something had happened. (A bit of smoke and flame coming from the factory - like with the library - mighta been nice, as some screaming NPCs for a while.) Yeah, I'm being nitpicky, but it's something to think about.

- Even though cars won't be an option, somewhat realistic streets and vehicles other than the segway I've seen would be nice. P2 did a decent job of this.

- Smaller or more realistic buildings, or a map that swivels while your "you are here" arrow stays static, simply so that I can find my way around more easily.

(Probably more thoughts later)

Naturally a lot of these (what /I/ consider) issues are there because of the small RWS team or for humor's sake. I realize that.
