I know it won't be coming to GOG for many years, but so far, it looks like Postal 3 is basically going to use a modified Saints Row 2 or GTA IV engine. In fact, it looks like a Postal version of those games, but a slightly gorier and more cartoony version, less so than I would expect. To see the trailer, go to gopostal.com. So far it looks much better than Postal 2. Probably much less buggy, and no more standing in the hoods of cars.
Hopefully it'll have more a bit more gameplay than Postal 2.

From what I've seen, Postal 3 looks great!

Drive-by shootings on a Segway? Badgers as WEAPONS? Oh, it's Postal, all right.
Not sure about the third-person view, though. It just doesn't feel right that way, since Postal 2 was all about putting yourself in the Postal Dude's shoes, so to speak. (That, and they can't really surprise you with things like suddenly finding yourself in a gimp suit...)
The other thing I'm not sure about is whether or not it'll have Postal 2's signature dark humor, both through occasional one-liners and subtle things you see in the environment around you.
