I'm gonna post this for gog since I tried to ask if gog support if they'd have any ideas on how to fix it but didn't.

This is for windows 10 and incase anyone that has a issue with the water flickering and making your eyes hurt from it this is how you can fix it. Go to the folder port royal 2, right click and go to properties, uncheck the "read-only" or since it might not matter go into the folder.

Once in the folder with all of the other folders and files such go to PR2Config. Some say that opening that and selecting the "compatibility mode" and hitting okay button works but for me it didn't. To fix this if yours doesn't work after that right click PR2Config and go to properties. I found that the compatibility mode itself in the properties wasn't set to the windows 98 / Windows Me or was checked. I checked it and set to Windows 98 / Windows Me and the water glitch was fixed.


You should be able to play it without the water glitch issue and everything else should be working if you only had the water glitch issue like I did. Hopefully the game doesn't have any other issues then that one.
For me what works is to **undo** the Win98 compatibility mode on PR2.exe (Config doesn't change anything on my PC whatever the Compatibility options in the tool or Windows).

If it's greyed out, simply hit 'Modify for all users' at the bottom of the Compatiblity tab and then check that the comp. settings are right for you.

It seems one of the compatiblity settings from Win98 either helps or breaks the game then. At least it's easy to fix!
