The site in the link is an amazing mess, I declare. Can't find bloody anything.

I found the direct link for you, click on Swat 2 manual link on the following URL:

It uses google and will ask you to log into your account. Once completed the manual will download.

Honestly, Activision has the means to secure the rights to the manual. I wish they'd just get on with it already. Why buy the rights to classic games if they're not going to take care of them? The same applies to Cy-Fox's fix pack, it shouldn't be necessary for the fans to maintain compatibility. But alas, it is. Thanks Cy-Fox for helping to keep this game alive.
