In SWAT 3 there is the report command "down" for wounded enemies and "neutralized" for dead enemies.

However, it seems the game sometimes mixes these two up.
Sometimes an enemy is apparently dead, but when I try to report it, it only lets me choose "down".

Also, if a person is down or neutralized, do you still have to call for evacuation?

Sorry for the mega-necropost, but I was cruising the forums searching for some info about Swat 1 issues and I stumbled upon this.

You can only report dead suspects that YOU personally shot dead. The ones that your teammates shot dead are automatically reported to them to TOC. But ALL downed NPCs (hostages, suspects, civvies, officers...) have to be reported by you. Downed NPCs count for mission objectives (downed suspects are arrested, downed civilians count as rescued) so yes, you have to report them and evac them. As for dead ones, I think that only named NPCs count (such as main antagonists in missions)

I think this changed in a patch, because I remember playing Swat 3 when I was younger and I could report all neutralized suspects as well.
