Where may I find in police quest 1 vga the code for the locker?

The code is part of the old copy protection and therefore written in the manual. A small obstacle in pre internet times, but today you can find it also in almost every online walkthrough. And of course it's still in the docs GOG provides. Download the "reference cards" from the bonus content and open Police_Quest_Newspaper.pdf. As Bolch76 said, the code is hidden in the article "NEW CADETS: For your eyes only" on page 2.
