I've been running around in circles and no amount of research has an answer. All instruction options on many sites that I've followed do not match my game. Is there an inherent bug with not receiving the receipt? and how (without killing the Clerk) do I get it?

Have the option to talk to Inannis about legacies, no claim number 51AA option, only standard 'claim legacy' option.
