I'm about half way through the first game (Steam Version).
I have the new game through GoG.
I am unable to load my Pillars 1 save into this.
Do I have to finish the first game in order to import, or am I doing something wrong?

Do you know exactly what is being imported?

I don't as I myself have not finished PoE yet and thus couldn't import my savegame.

"All" your decisions are imported. What do you mean? There are dozens of things in this game (big and small), which change depending on what was imported from the first game. What's directly noticeable, is the state of your companions. Eder doesn't even have the same items in his inventory, depending on his fate.
