I believe I've found a method of being able to cast Haste (from memory, not from a scroll) as early as character level 3.

To do this, you need the following:
* Main character must be on the Trickster mythic path, with the Perception 2 mythic trick (requires mythic rank 4) or the Knowledge (World) 3 trick (requires mythic rank 7). This must be done before level 3.
* A scroll of haste.
* A level 1 or 2 wizard. (No other class will be able to get haste this early. Some classes can get Haste at level 4 by this method, however.) (Of course, the character must have the ability to cast Transmutation spells, so this might be an issue for some Thessalonian Specialists.)

To get haste at this low level:
* Level up the wizard to level 3.
* Choose the feat Metamagic (Completely Normal Spell).
* Have the character learn the Haste spell from a scroll.
* Apply Completely Normal Spell to Haste, giving you a level 2 metamagic spell.
* Now just prepare and cast it! Haste at character level 3!

Now, the obvious question you might have is "How am I supposed to get MR4 at CL3"? Well, there are a couple ways:
* Hold back leveling. You are not required to level up just because you have enough XP.
* Recruit a mercenary. New mercenaries always start at level 1 (but with enough XP to reach your main character's level).

(Now, you might think that this is impractical, as you wouldn't be able to do this at the point of the game you normally would be level 3. To that, I answer, "I never claimed this method was practical!". Also, this method should work with higher level spells that would come at a point when you would realistically be at mythic rank 4.)
