So I start the game in a new playthrough character creation fine... I am in kenabres lying down in the street and Teredevel doesn't come o.o

Only one with this bug? Happened three times jow

Are you using a mod?

I have some mods installed I'll try deactivating them!

Pretty much all of the reports which sound like yours turned out to be an issue with either ToyBox or a Respec mod.

When deactivated it resolved the issues for those players immediately. Though it might even suffice just to update them.

Suggestion: with every new patch make sure to check for new versions of a mod as soon as possible for the next 48 hours.

The reliable modders like Barleyflour or the ones for ToyBox keep a watchful eye that their mods will not contribute in breaking the game. In fact, respec seems even safer with the mod and more stable than using the ingame trainer right now under certain circumstances - and naturally when you use the mods correctly with safe options on. (like: respec class only, keep the rest - that is so much better than what the ingame trainer does)
