I need to talk with her to finish Deal with devil and make then stop draining my kingdom loyalty but i can't find here anywhere!!! Already walked 50 times around my capital

She is not in the capital i guess. At the beginning of the quest, you will find Davos in south of the marketplace, before you quit the city. He ask you to kill her. You can either kill him or kill her, doesn´t matter i think, but i deceided to kill her.
At some point you are asked to kill her in the lonly house (the pension in south narlmark). Go there, and everything will continue.
