so really skipped this one up until now and now I am curious if it actually does all it says or if it is just for using scrolls and wands? It also states ignoring requirements for equipping items(like equipping an item only for dwarfs while you are an human for example) and ignoring the bad effects from cursed items. So is it fully as good as it states and does all things or is it just for the scrolls/wands?

If you want your rogue to use dwarven axe via UMD, it wouldn't work if rogue hasn't specific weapon skill.
It allows only activate magic device. E.g. if some cleric-specific staff requires cleric lvl 3 to cast it's spell, your bard with UMD can cast this spell from staff. But to take this staff in hands, bard MUST have an ability to use staves.
