If I originally had just the base game, I assume I have to manually install the DLCs I purchased? Steam automatically add them when you purchase them so I want to make sure.

Is there a way to tell if they are in fact installed?

Also, let's say I uninstall the game in a week. Then I reinstall it later. Will it automatically add the DLCs at that point? Thanks

I believe you do need to install the DLCs separately.

Checking if they're installed is easy; just start a new game and attempt to start Varnhold's Lot or Beneath the Stolen Lands. While you're at it, try to make your character a Kineticist.
