As title, meaning can you see them somewhere outside actually in game? Like in the menu or something, would make it much easier when planning a build if you could see the stats before the actual start of the game. :)

There's the SRD, but it may include weapons not present in the game.

Currently no, Same for feats. Instead of including a PDF manual or anything useful they opted to use the ingame encyclopedia. But of course, you can only access this after first making your character. Further, it has entire parts left out or with only 2 entrys etc..
