My thanks to Sebioff for your prompt reply, I have now worked it out that I created my own glitch due to poor game management. I followed a worker around for 30 minutes today and then realised the only problem was what I created myself.
I created my problem due to the following reasons.
1, I have nearly 2000 people walking around a two thirds completed Park with single lane pathing.
2. I do not have enough paths and combined with the park population I found this severly slows workmen
3. I developed too many shops which created massive shortages due to workmen negotiating crowded paths.
4. I did not create enough Park bench seats which meant it was harder for workers to rest when tired.
5. I cannot yet work out how to utilise the Workman pathing to seperate them from crowded paths.
As soon as I raised my supply workers from 31 to 41 and placed a lot more park bench seats, my shops then all received supplies and all came good within 15 minutes.
Next game will have triple and double laned paths in the busy areas.
